Ashley Martinez is the founder of CPRA Strategies, Inc., a California-based grant writing and advocacy firm. For nearly two decades, he has advised local government agencies, nonprofits, startups, and small businesses on how to navigate government systems, secure funding, and communicate with impact.

Before founding CPRA Strategies in 2022, Ashley served in a range of public affairs and lobbying roles across sectors. He was a contract lobbyist with California Advocacy, LLC, where he represented clients before the Governor’s Office, Legislature, and key state agencies. His work focused on procurement, workforce development, water, and technology policy.

As Manager of Government and Community Relations at San Diego International Airport, he oversaw public engagement for the Airport’s $3 billion New Terminal One Replacement Project. The outreach program received the Airports Council International–North America award for excellence in stakeholder engagement. He also coordinated the Airport’s federal and state advocacy strategies and served as a liaison to elected officials.

Earlier in his career, Ashley spent 10 years at SEIU Local 1000, one of California’s largest public employee unions. He advocated before the Governor’s Office, the Legislature, and state regulatory bodies, with a particular focus on the state budget process. His policy portfolio included labor, transportation, IT, cannabis, and retirement, among other issue areas.

He began his work in public service as a legislative intern in the California State Assembly.

Ashley earned his bachelor’s degree in Government from California State University, Sacramento. He currently serves on the Board of Directors of the Pacific Crest Trail Association, where he chairs the Board Governance Committee. Ashley previously served on the Linda Vista Planning Group, where he held roles as Board Secretary and chair of the Zoning and Land Use Subcommittee.
