Ashley Martinez, President & Founder

Ashley Martinez is a principal-level advocate with 17 years of experience securing legislative, regulatory, and communications successes for public agencies, nonprofits, businesses, and trade associations.

As the Founder of CPRA Strategies, Ashley Martinez provides hands-on, senior-level leadership, guiding clients through complex challenges. He specializes in lobbying intricate bills at the State Capitol, executing community outreach for major infrastructure projects, developing strategic communications plans, and developing business opportunities for clients.

Before establishing CPRA Strategies, Ashley was a contract lobbyist at California Advocacy LLC, a fast-growing, Latino-owned lobbying firm in Sacramento. In this role, he represented businesses, nonprofits, and trade associations on budget and legislative matters at the state and local levels.

Previously, Ashley served as Manager of Government & Community Relations at the San Diego County Regional Airport Authority, where he directed a comprehensive state and federal legislative program. He managed the Authority’s contract lobbyists and was responsible for drafting the monthly legislative report to the Board.

He also led public outreach for the $3 billion New Terminal 1 project and earned the Airports Council International – North America (ACI-NA) Outreach and Communication Award for excellence in stakeholder engagement.

Earlier in his career, Ashley was a Legislative Advocate at SEIU Local 1000, where he developed and implemented a comprehensive state legislative and regulatory advocacy strategy. His portfolio included cannabis oversight, civil service reform, and transportation funding—securing legislative support and shaping the union’s state budget priorities.
