Barbarah Torres

Barbarah Torres is a Principal and serves as Lead Grant Writer and Project Lead for the firm's client engagements. She brings over a decade of experience in competitive grant writing, post-award administration, and large-scale portfolio management.

Before joining CPRA, Barbarah served as a Senior Associate at one of the largest grant writing and government relations firms in Sacramento, where she developed competitive grant applications and secured critical state, federal, and local funding for clients' priority projects. She maintained robust relationships with key state and federal agency representatives, including those at the Department of Transportation, Federal Emergency Management Agency, Environmental Protection Agency, California Energy Commission, and California Natural Resources Agency.

Prior to that, Barbarah served as Grants Program Coordinator at the Port of San Diego, where she managed a portfolio exceeding $130 million spanning FEMA port security grants, U.S. Department of Transportation infrastructure and electrification funding, EPA environmental compliance grants, and CA Natural Resources Agency parks and trails projects. Earlier in her career, she served as Contract Compliance Officer for the City of San Diego, overseeing compliance for a $400 million city contract portfolio.

Her experience covers the full grant lifecycle from pre-award research and application development through post-award reporting and project closeout.
